डॉ0 अम्बेडकर , संविधान सभा  और   संवैधानिक नैतिकता  लोकतंत्र में बहस महत्वपूर्ण है। विचारों से अहसमति लोकतंत्र का हिस्सा है। चुनी हुई संसद द्वारा पेश किए गए बिल पर मर्यादित बहस स्वीकार्य है। बहस में ऐतिहासिक, कानूनी, सांस्कृति, धार्मिक, नैतिक, अंतराष्ट्रीय कानूनी के तर्क रखे जाते है। संसद में पेश करने पर प्रारूप आमजन एवं सांसदों के लिए पढने, समझने के लिए उपलब्ध रहता है। सिविल सोसायटी भी अपना पक्ष रखती है। मिडिया भी पक्ष, विपक्ष, विषय के विशेषज्ञ, सिविल सोसायटी को एक मंच पर लाकर लोगो को प्रस्तावित कानून के बारे में शिक्षित करने का प्रयास करता है। संसद में बिल पर वोटिंग होती है बहुमद मिलने पर राष्ट्रपति के अनुमोदन के बाद बिल कानून के रूप में राजपत्र में छपने पर एक निश्चित दिन से लागू किया जाता है। उल्लेखनिय है कि इस प्रक्रिया में न्याय पालिका की भूमिका कानून बनने के बाद आती है।  जो भी निर्णय हो , सबको सम्मानपूर्ण उसको आदर करना चाहिए। इस प्रक्रिया का आदर करना  संविधान नैतिकता  कहलाती है जैसा कि डॉ0 अम्बेडकर ने संविधान प्रारूप को पेश करते सम...
