A

The 15th of August 1947 Message by Sri Aurobindo

……..The first of these dreams was a revolutionary movement which would create a free and united India. India today is free but she has not achieved unity. At one moment it almost seemed as if in the very act of liberation she would fall back into the chaos of separate States which preceded the British conquest. But fortunately it now seems probable that this danger will be averted and a large and powerful, though not yet a complete union will be established. Also, the wisely drastic policy of the Constituent Assembly has made it probable that the problem of the depressed classes will be solved without schism or fissure. But the old communal division into Hindus and Muslims seems now to have hardened into a permanent political division of the country. It is to be hoped that this settled fact will not be accepted as settled for ever or as anything more than a temporary expedient. For if it lasts, India may be seriously weakened, even crippled: civil strife may remain always possible, possible even a new invasion and foreign conquest. India’s internal development and prosperity may be impeded, her position among the nations weakened, her destiny impaired or even frustrated. This must not be; the partition must go. Let us hope that that may come about naturally, by an increasing recognition of the necessity not only of peace and concord but of common action, by the practice of common action and the creation of means for that purpose. In this way unity may finally come about under whatever form—the exact form may have a pragmatic but not a fundamental importance. But by whatever means, in whatever way, the division must go; unity must and will be achieved, for it is necessary for the greatness of India’s future.

Objective Resolution of the Constituent Assembly 22 Jan 1947

This Constituent Assembly declares its firm and solemn resolve to proclaim India as an Independent Sovereign Republic and to draw up for her future governance a Constitution:

(2) WHEREIN the territories that now comprise British India, the territories that now

form the Indian States, and such other parts of India as are outside British India and the States as well as such other territories as are willing to be constituted into the Independent Sovereign India shall be a Union of them all; and

 

(3) WHEREIN the said territories, whether with their present boundaries or with such others as may be determined by the Constituent Assembly and thereafter according to the law of the Constitution, shall possess and retain the status of autonomous units, together with residuary powers, and exercise all powers and functions of government and administration, save and except such powers and functions as are vested in or assigned to   the Union, or as are inherent or implied in the Union or resulting therefrom; and

(4) WHEREIN all power and authority of the Sovereign Independent India, its constituent parts and organs of government, are derived from the people; and

(5) WHEREIN shall be guaranteed and secured to all the people of India justice, social,  economic, and political; equality of status, of opportunity, and before the law; freedom of  thought, expression, belief, faith, worship, vocation, association and action, subject to law  and public morality; and

(6) WHEREIN adequate safeguards shall be provided for minorities, backward and tribal  areas, and depressed and other backward classes; and

(7) WHEREBY shall be maintained the integrity of the territory of the Republic and its sovereign rights on land, sea and air according to justice and the law of civilised nations; and

(8) this ancient land attain its rightful and honoured place in the world and make its full and willing contribution to the promotion of world peace and the welfare of mankind.

Preamble

WE, THE PEOPLE OF INDIA, having solemnly resolved to constitute India into a SOVEREIGN SOCIALIST SECULAR DEMOCRATIC REPUBLIC and to secure to all its citizens:

 JUSTICE, social, economic and political;

 LIBERTY of thought, expression, belief, faith and worship;

 EQUALITY of status and of opportunity;

 and to promote among them all FRATERNITY assuring the dignity of the individual and the unity and integrity of the Nation; IN OUR CONSTITUENT ASSEMBLY this twenty-sixth day of November, 1949, do HEREBY ADOPT, ENACT AND GIVE TO OURSELVES THIS CONSTITUTION.

We, the People of Ancient land, who have given to  world the synthesis of knowledge, action and devotion in form of the Geeta.

We, the People of Ancient land, who can claim to be specialist in virtues of compassion and Non-violence in form of Buddha and Mahavir respectively.

We, the People of Ancient land, who had international seat of knowledge at Nalanda university, destroyed by uncivilized and barbaric invaders.

We, the People of Ancient land, who have been excelling in every form of manifestation like  painting, sculptor, art, dance etc.

We, the People of Ancient land, whose aim is not restricted to one birth, one generation but who strive hard to make true the aspiration of forefathers in the tales and legends of Bhagirath.

We, the People of Ancient land, who are subject to the myth that these is nothing autochthonous in Indian culture in the form of Veda.

We, the People of Ancient land, who believe unity of God with Self.

We, the People of Ancient land, who believe in Avatarhood as natural consequence of evolution of Nature.

We, the People of Ancient land, who believe that Dharma is King of kings hence concept of western Secularism is misfit to Indian  polity.

We, the People of Ancient land, who can boast of 6 system of philosophy.

We, the People of Ancient land, who believe in four Purusharth- Dharam, Arth ,Kama and Moksha , where abhyuday and moksha coexisted.

 We, the People of Ancient land, who believe in Karmic theory of accountability and freedom.

We, the People of Ancient land, who believe that God in One and wise men call him by different names.

 We, the People of Ancient land, who have always observed the civil discipline during war.

.We, the People of Ancient land, who believe in the reality of terrestrial life with progressive manifestation of Divine life, perfection as the sole aim of life.  

We, the People of Ancient land, who believe in victory over Death. Death as only a passage of rest from one birth to another birth.

We, the People of Ancient land, who believe in 5 dimensions of personality.

Annamaya Purusha ,Pranamaya Purusha  ,Manomaya Purusha  ,Vigyanmaya Purusha  ,Anandamaya Purusha

We, the People of Ancient land, for whom ASTIK is one who has faith is Vedas and NASTIK is one who doesn't accept the authority of Vedas.

We, the People of Ancient land, who believe in Vasudev Kutumbakam on the basis of Yogic realization that origin of all is One.

We, the People of Ancient land, where judiciary  believes in YATO DHARMASTTO JAY and SATYMEV JAYATE

CONSTITUENT ASSEMBLY OF INDIA DEBATES (PROCEEDINGS)-

VOLUME VII Monday, the 27th December, 1948  

Shri H. V. Kamath : "I would appeal to the House that we are heirs to an immortal and a spiritual heritage, a heritage which is not physical, nor material nor temporal: a heritage which is of the spirit--a spirit that is, ever was, and ever shall be, a heritage that is eternal. Let us not squander this invaluable heritage. Let us not dissipate this heritage: let us remain true to our ancient heritage, our spiritual genius. Let us not lightly cast away the torch that has been handed down to us from time immemorial. Let us in the words of Swami Vivekananda aspire to conquer the world spiritually. Let us blaze forth a trail that will be the light of the world as long as the  sun and moon and stars endure"

P. & Berar: General)-"True to the Indian genius our struggle, our awakening,began with a spiritual renaissance which was pioneered by Ramakrishna Paramahansa,Swami Vivekananda and Swami Diyananda. In the wake of those spiritual leaders came the political renaissance and the cultural renaissance of which the torchbearers, the leaders, the guides were Lokamanya Tilak, Aurobindo and Mahatma Gandhi and, last but not the last, Netaji Subhash Chandra Bose. Thanks to Providence, leaders of those days, leaders like you, Sir, and Pandit Nehru and Sardar Patel, are still with us to lead us to the goal which Mahatma Gandhi had in view."

 

Remembering Sri Aurobindo during the framing of the Constitution of India

Shri H. V. Kamath:  :

[...]the Maha Yogi, Sri Aurobindo, in one of his

famous books, where he says:

"The master idea that has governed the life, the culture, social ideals of the Indian people has been the seeking of man for his true, spiritual self and the use of life as a frame and means for that discovery and for man's ascent from the ignorant natural into the spiritual existence.“ [...]20CWSA 397 

[...]Sri Aurobindo, the Maha Yogi, has said again and again, that the greatest need today is a transformation of consciousness, the  upliftment of humanity to a higher level through the discipline of Yoga[...]

 

31th August 1949   VOLUME IX Constituent Assembly Debates

     Shri H. V. Kamath  "With the advent of freedom and the dawn of Indian renaissance, I have no doubt in my own mind that our spiritual culture, our ancient culture, must be revived not in one direction only but in all possible directions. One objection that is levelled against spiritual culture -yogic culture especially-is that it is  unscientific. Today the pioneer of scientific research in yoga,

      Swami Kuvalayananda, at Lonavla is doing splendid wok in this field. I am sure that as we grow in stature, as India's freedom grows, there will be many more institutes of this kind which will promote research in the spiritual field. It is very necessary. As Mahayogi  Sri Aurobindo said recently, the West is turning to the East for some light and guidance, and if the East fails the West today then the world is doomed. He further exhorted us saying that India should not run after the materialistic baubles of the West. It is all right to increase the standard of living, but to become merely materialistic is not all in life. The world craves something else and the world is looking towards India. It is high time we did something in this direction and showed the light to an expectant world….

 Illustrations of the culture in the original authoritative copy of the Constitution of India is the base for understanding the culture and   civilization  of India. There is an attempt  by the Constituent Assembly members to convey message for the future generation of India. As a matter of fact  it is  microcosm of the civilization of India from Harrapa Civilization to modern times in the form of Mahatma Gandhi  and Neta Ji Subhash Chandra Bose.Also it conveys that the cultural values of the oldest civilization on earth  can be best understood as Dharma. Each illustration represents Yugadharam of that era. Indeed, it is the embodiment of change with continuity.

Secularism in terms spiritualization and historical process of assimilation

 Synthesis ,integration and assimilation has been the hallmark of Civilization of Bharat since ancient times. Motion of objective resolution in  Constituent Assembly  refers to two important aspects. One is restoring the dignified position of  Bharat  in the comity of civilized nations, and  secondly ,recognition, acknowledgement and promoting the values of ancient land. These two words civilized Nation and ancient land are compendious terms which needs deliberations. 

 First ,civilized nations means the way of living  aspiring the ideals, however high they might be .  Secondly, the ancient land refers to the Indian civilizations, which can claim the roots in vedic times and Mohajodaro Civilisation  being the part of the illustrations made by Nandlal Bose duly signed by members of Constituent Assembly. It is not an exaggeration that the Preamble is the gate of entry to understand Constitution of Bharat underlining  aspiration, intention of framers of the constitution of Bharat. Soul of Preamble can best be understood by way of honoring the debate on Objective Resolution .It is important to mention that the objective resolution laid down  the ways, methods, tools, instruments, rights etc, to achieve the goal of preserving the eternal values of ancient land that is Bharat. These values are ekam sat vipra bahudha vadanti, Vasudhaiva Kutumbakam, Ekam bahusyam.

  There is no disagreement on the fact that six philosophies  of Bharat signify mutual respect  with reciprocity instead of mutual tolerance. Six philosophies are  Samkhya, Yoga, Nyaya, Vaisheshika, Mimamsa, and Vedanta. Bharat can boast of six school of philosophies asmuch as philosophies  flowing like rivers parallel to each other, which signifies   peaceful, co-existence and the spirit of freshness into inquiry of  unknown. This phenomena is best referred as historical process of assimilation where violence and bigotry  have no place in the scheme of the culture and civilization.This is the distinct feature of United Bharat for which the struggle for independence was waged against the British empire. But unfortunately conflict of two civilizations i.e Hindus and Muslims  resulted into partition of United Bharat .

 

Solution of the issue lies in the true definition, scope and nature of mischievous term, commonly known as secularism. It is high time that this term be interpreted as per the debate and the understanding of the members of the constant assembly. The reasons for non inclusion of this terms in the Constitution adopted by the Constituent Assembly on 26 November 1949 be underlined by all the stakeholders like Legislature , Judiciary , Executive and media. Secularism be  promoted which embraces  spirituality and historical process of assimilation .Such vision and the attempt will be truly  honoring the culture, civilization history and heritage of ancient land that is Bharat .Here lies the solution of the peaceful co existence of  we, the people of Bharat.

Conclusion

1.    India got free on 15th, August 1947, but has not yet attained  social unity.The historical process of assimilation needs to be accelerated so that unity be achieved which involves mutual respect, reciprocity and harmony as much as all forming the base of fraternity in the trilogy of liberty , equality and fraternity all being  enshrined in the Preamble of India. This will be in consonance with the aspiration of the Constituent Assembly.

 

2.    Secularism needs to be qualified in terms of spirituality

 

3.    Spirituality has to be loudly , explicitly and clearly  acknowledged as the foundation of Indian culture, civilization ,history and  heritage for that psychic education through stories of Ramayan , Mahabharat, Upanishads ,etc  must be introduced in the schools colleges and universities. WHO has recognized the concept of IQ,EQ and SQ for the integral definition of health.

 

4.    Concepts like mortality-immortality, finite-infinite, theory of evolution in terms of Darwin and Sri Aurobindo , Doctrine of Avatarhood ,death nothing more than period of rest ,theory of karma, man is   a transitional being, four times endorsement of Auroville by United Nations etc should  be made part of general knowledge in schools. One chapter dedicated to  spiritual heritage of India be made compulsory for unity of India .

 

5.    Secularism needs to be qualified in terms of spirituality as per the aspiration of the objective resolution of the Constituent Assembly.

 

6.     Spiritual nationalism be made part along with internationalism.
